Royal Court sentencing in £3m+ dishonesty case

Two Jersey residents in their 70s have been sentenced by the Superior Number of the Royal Court for a ten-year long string of dishonesty offences comprising money laundering, conspiracy to commit fraud, larceny and falsification of accounts involving over £3 million.  

Roy Jeanne and Michael Timms were today sentenced to lengthy periods of imprisonment for offending between 2004 and 2017 targeting the Jersey Mutual Insurance Society (JMIS).  Roy Jeanne was sentenced to a total of 9 years’ imprisonment.  Michael Timms was sentenced to a total of 4 years’ imprisonment. Michael Timms was also disqualified from being a director for a period of 8 years from today.  Confiscation proceedings and costs orders sought against each Defendant have been postponed until April 2024.  

Both men were in positions of significant trust and influence: Roy Jeanne as the General Manager of JMIS and Michael Timms as a commercial tenant of JMIS and as its long-term supplier of marketing services. 

The Joint Financial Crimes Unit of the States of Jersey Police (JFCU) conducted a comprehensive and detailed investigation which was commended by the Court.  This shows the dedication of JFCU investigators in pursuing fraudsters and securing justice for victims.  Due to the complexity of the offending, the case was referred to the Economic Crime and Confiscation Unit (ECCU) in the Law Officers’ Department where additional investigative and forensic accountancy work was carried out.  The case was then prosecuted by ECCU leading to guilty pleas by both Defendants.

His Majesty's Attorney General, Mark Temple KC, said: “Securing convictions in this very complex and important case, clearly demonstrates ECCU’s ability to successfully prosecute complex fraud and money laundering, as well as the importance of having specialist financial crime prosecutors based in the Law Officers’ Department.  These prosecutions are instrumental in bringing these very difficult cases to a just conclusion.”
